Advocacy Panel Electricity NECA’s report on end-user advocacy in the national electricity market, published in December 2000, concluded that domestic customers, and small and medium-sized businesses and commercial customers, do not generally have access to sufficient human and financial resources to ensure a proper voice in the national electricity market decision-making processes.

The Advocacy Panel is responsible for determining the total resources to be available, and establishing criteria and guidelines for funding, for customer advocacy. It is responsible for allocating funding to individual projects, commissioning research work for all interested customers, and ensuring appropriate audit and other arrangements.
